The processed_softpaqs.txt contains a list of known softpaqs that have
config files. this lists which ones have been found, and added to the 
archive.

The CFG-to-softpaq_map.txt should indicate where the unique .CFG files 
were sourced from. If two softpaqs have an identical .CFG then the
softpaq with the older date is listed as the source.
