When you run the Host Integration Server 2000 Setup.exe program on a computer

following error message:
A terminal server must be in install mode before you can install a program.
When you use Add/Remove Programs in the Control Panel to install a program,
this automatically puts a terminal server in install mode.
Note: If you install the server or client by running the package installation
(for example, HIServer.msi, HIClient.msi, or HIAdmin.msi), this error message
does not occur.

Edition, Terminal Services will automatically be put into Application Server
mode, execute mode.
When you install HIS 2000 (or any application) on a computer that is running
Windows 2000 with Terminal Server enabled, Terminal Server must be in global
