Aptiva - 2163/2164 Considerations - Monitor will not wake up without mouse

Description:
Using an ATI 3D Rage Pro Turbo AGP adapter (NOTE: Riva128 AGP adapter is shipped with all systems) and an API 2127 monitor (NOTE: this monitor is not on the AVL), the monitor does not wake up from a suspend (NOTE: system does wake up, but monitor does not.)
Models affected:
2163 and 2164 models
How to duplicate:
Open a DOS prompt window, then let system into standby mode. Resume it after 10 sec later. System will wake up, but monitor won't. Monitor will resume only when I move mouse. (Typing any key in keyboard is useless)
1. OS: Windows98 (JP)
2. Monitor: API 2127
3. VGA card: ATI 3D RAGE PRO TURBO AGP Card.
4. VGA Driver: RAGE PRO TURBO AGP (JP) (DirectX)
Root cause:
Most likely a limitation of this older monitor.
Workaround:
Moving mouse can recover the monitor.
