IBM 3153 ASCII Terminal Display - Cursor (arrow) keys (up, down, left or right) do not work

Symptom:
3153 Cursor (arrow) keys (up, down, left or right) do not work.
Background Information:
When the 3153 Cursor key is pressed, the 3153 sends to the host the Cursor ASCII sequence (based on the ASCII/ANSI emulation selected). The host operation system/application determines how the Cursor ASCII sequence is processed.
Based on the ASCII/ANSI emulation, the 3153 Cursor Key sends the following Delete ASCII sequence:
