TP 600,770/E/ED - Seeing "0 > 1" after restarting the computer

SYMPTOM:
After restarting the computer, the following appears on the screen
CONFIGURATION:
Any ThinkPad 600 or ThinkPad 770/E/ED.
SOLUTION:
Power off the computer, wait at least 5 seconds, and then power back on the computer.
ADDITIONAL INFORMATION:
This message appears on the screen when a system change is made through Device Manager or the ThinkPad Configuration program that requires the system to be powered down but instead, the computer is rebooted by the operating system or the application.
