TP 755CE/CSE/CD/CV/CDV/CX,760 - Unable to Dial Internationally

SYMPTOM:
'No dial tone' error on MWAVE model (755,760). Other times, 'Unable to dial, check MWAVE installation' error. Works OK if modem set to not 'check dial tone before dial'.
Errors are strange, in some locations it works fine but in some locations (even in the same province) it will not work.
CONFIGURATION:
Any ThinkPad 755, 760, or 765 model that has MWave Modem (note: all of these models do not have MWave Modems) to be used in a country outside the U.S. or Canada.
RESOLUTION:
Solution I:
If you are using a North American ThinkPad they should obtain Mwave V2.22 code and install it. During the installation you MUST allow ALL of the existing Mwave code to be uninstalled.
After installing Mwave 2.22 you must:
1) edit the MWAVE.INI
2) find the line
Database=C:\MWW\WORLDTRD\wttbl
and change it to
Database=C:\MWW\WORLDTRD\01tbl
(Note just change wttbl to 01tbl (zero, one, tbl)
3) Save the file (this is a one time change)
4) Select country select from the Mwave ThinkPad group This is necessary each time he goes to a new country since the last setting.
5) Restart any telephone applications and he is ready to use the Mwave modem.
Solution II:
If you do not have a North American ThinkPad, you must order the necessary DAA kit for the country, install the DAA code that comes with it, use country select to select his country.
You also might try adding X3 to your initialization string. This will tell the modem to not wait for dial tone. "Busy detection is enabled; dial tone detection is disabled. Result codes 0-4, 7, and linespeed reporting via the "CONNECT xxxx" messages are enabled. "
ADDITIONAL INFORMATION:
Dial Tone frequency content, cadence and levels can vary country by country. For this reason, MWave must be set up with the proper code for the country it is being used in. A work around as noted above is to have the modem "blind dial" or ignore the checking for dial tone before dialing.
