Rapid Access Keyboard - The Help button does not work correctly

Environment:
Windows 95 or Windows 98.

Symptom/Error:
The Help button does not work correctly.

Solution:
If the Help button does not start Windows Help, make sure that Windows Help works. From the Start Menu, select Help. If
you are not able to access Help from there, make sure that Windows Help was installed when Windows was installed on
your computer. Refer to your hard copy Windows documentation for more information.
