3270 Emulation Credit Card Adapter - Error: "PCSCOAX002: Memory test failed for the adapter"

Symptom:
PCMCIA card installs nominally. Personal Communications software generates the error: PCSCOAX002, Memory test failed for the 3270 adapter.
Configuration:
Thinkpads or OEM machines using the TI Cardbus 1130 or 1250 controllers, loaded with Windows 98. Personal Communications support indicates version 4.21 or above for Windows 98 support. Device manager shows the card being loaded at memory address: 06000000-06001FFF (this is well above the card's physical limit of 16MB).
Solution:
The card needs to be loaded below the 16MB boundry. Windows 98 loads PCMCIA cards above the machines physical memory (for a machine with 16MB of RAM, above the 16MB boundary, for a machine with 32MB RAM, above the 32MB boundary). The 3270 Emulation Credit Card Adapter, as with similar older adapters, cannot be loaded above 16MB, therefor, the Windows 98 must be forced to load it low.
