Crossbrand - Shutdown, logon as another user missing in Windows 95/98

PROBLEM:
After logging into Microsoft Windows 95 or Windows 98, then clicking on START => SHUTDOWN, you no longer get the option to "Close all programs and log on as a different user"
Instead you get:
CONFIGURATION:
Any system with Windows 95 and Internet Explorer 4.0 installed or any system with Windows 98 installed.
SOLUTION:
Click on START => Log off (X)...' (where X is the user's login name). This will shutdown the current session and bring up the login dialog box.
ADDITIONAL INFORMATION:
The installation of Internet Explorer 4.0 removes the option to "Close all programs and log on as a different user".
