TP 380,385 - Will not power on when using a 64MB DIMM

SYMPTOM:
When a 64MB DIMM is installed in the ThinkPad, it will not power on attached or not attached to a port replicator.
CONFIGURATION:
Any ThinkPad 380 or 385 with a 64MB DIMM installed.
SOLUTION:
The system needs to be brought in for service to have the system board changed.
