Symptom :
When you start Windows NT on a computer with a microchannel (MCA) network adapter, you may receive the following error message:

At least one service or driver failed during system startup.
Use Event Viewer to examine the event log for details.

When you look at the event log, you see the following entry:

A device connected to the system is not functioning.

After you log on to the computer, you may have no network access through one or more of the microchannel network adapters.

Cause :
The MCA Setup program and the adapter's Oemsetup.inf file identify the slots on an MCA bus differently than the Windows NT hardware abstraction layer (HAL). The Windows NT HAL identifies the slots beginning with 0 (for example, physical slot 1 is SlotID 0), but the MCA setup program and the Oemsetup.inf file start with 1.

Fix :
Contact Microsoft AnswerPoint for a Windows NT 4.0 hot fix.

Status :
Microsoft has confirmed this to be a problem in Microsoft Windows NT version 4.0. A supported fix is available, but is not fully regression tested and should be applied only to systems experiencing this specific problem. Unless you are severely impacted by this specific problem,
Microsoft recommends that you wait for the service pack release containing this fix. Contact Microsoft AnswerPoint for more information.

Further Information :
Non-MCA buses are not affected by this problem. The following MCA network adapters are known to be affected:

- 3Com 3C527 Etherlink MC/32
- IBM Streamer adapters
- Cabletron F30xx FDDI
- NCR Starlan TR, NCR Wavelan
- SysKonnect FDDI
