TP 380,385 - Cannot power on without removing power and battery

SYMPTOM:
ThinkPad 380 or 385 is powered off and cannot be turned back on without removing the AC cord AND battery and then replacing. This symptom happens most often when using more than one PCMCIA card, and with an operating system that does not remove power from the PCMCIA slots as part of shutdown. (Windows 95 does, DOS/Windows 3.1, OS/2, and NT do not) This can also happen if the machine has hung and then powered off with the power switch. This happens with AC power attached and the symptom is intermittent, not a solid fail. The rate of failure can vary by machine.
CONFIGURATION:
Any ThinkPad 380,385 system.
RESOLUTION:
Testing has revealed that the voltage card can be tripped off if there is more than a certain amount of power being supplied to the PC Card slots when the power (switch) is used to turn off the system. Therefore, this is likely to occur with more than one card and a hard power off. Windows 95 usually turns off the system itself, and also depowers the cards, so it is rare in Windows 95. To correct this issue update the BIOS. The BIOS level which fixes this problem is Version 1.03, dated 09/03/97. Please update to this level or later if this problem is experienced. MORE INFORMATION:
A telltale sign of the symptom is that when the power switch is turned off, the battery LED turns off as well. In normal operation, the battery LED is ALWAYS lit when AC power is applied.
