System Hangs at "Multiuser Initialization" After a mksysb Restore

Problem
After completing a mksysb restore, on initial reboot, the system hangs 
on the message below: 
   Multiuser Initialization Complete
Solution
If the console is an IBM 3151 terminal, it is likely to be cabled 
incorrectly. A clocal must be added to the tty. Complete the 
following steps. 
- Boot system in Service mode.
- Access a root volume group and start a shell. 
- Enter export TERM=ibm3151.
- Enter smitty tty and select Change/Show Characteristics 
of a TTY.
- Change the stty attributes for runtime and login. Add clocal 
to the end. 
- Scroll to the bottom of the SMIT menu and instruct the chdev 
command to Apply change to DATABASE only.
- Reboot the system. Enter:
   sync;sync;sync;reboot
