Ja_JP-IBM932 at 4.2.x Changed to Ja_JP-IBM-943 at 4.3.x

OS Level: AIX 4.3.x
Problem
Catia with Ja_JP-IBM932 cannot be used.
Solution
In the SMIT chlocale, there is a difference in the name
of a Japanese locale. At 4.2.x it shows IBM-932 and at 4.3.x
it shows IBM-943.
This causes problems when trying to use Catia. The workaround is to rename the
Ja_JP locale directory from Ja_JP to Ja_JP.IBM-932.
The application should run after this change is made.
