aix 4.1 - No hypertext links in infoexplorer

After upgrade v4.1 problem getting infoexplorer

Customer is running version 1.4.0 of Infoexplorer and cannot access
some of the information.
  Command:
    Info -> List of Commands -> select a letter 
  Result:
    The command and the one sentence description are there but the 
    commands do NOT have the hypertext box around them and 
    therefor cannot be selected.

  Command:
    Info -> List of Books -> select a book
  Result:
    The book chapters are listed but again NO hypertext box is 
    available.

ACTION
Checked customer's /usr/lpp/info/data/ispaths file, 
it contained the correct stanza:

id              1
name            cmds
title           Commands Reference
sys             /usr/lpp/info/lib/en_US/sys.sys
key             /usr/lpp/info/lib/en_US/aix41/cmds/cmds.key
rom             /usr/lpp/info/lib/en_US/aix41/cmds/cmds.rom

Checked the customer's system for cmds.key and cmds.rom in the
above noted directoy, it did NOT exist.

Customer needs to install the following object:
    bos.info.en_US.cmds_ref 4.1.0.0
to get the following files:
    /usr/lpp/info/lib/en_US/aix41/cmds/cmds.key
    /usr/lpp/info/lib/en_US/aix41/cmds/cmds.rom
    /usr/lpp/info/lib/en_US/aix41/cmds
