netview 3.1. as root symbols look fine, as regular user are generic

Question:

DES:    When log in as root the world looks fine, but when log in as
        a regular user all the symbols look like generic symbols.

ENV:    AIX 3.2.5, NV 3.1,  also has Cisco Works

SOL:    Installing Cisco Works changes the permissions on the 
        /usr/OV/bitmaps/C directory from world readable and world
        executable to just world readable.  Need to make this 
        directory world executable as well as world readable.
