tr: ns_alloc(tr0) failed with errno = 19

Env:
  AIX 4.1.4
  RISC J30
  Tape 4mm 2gb
  sysback 4.1.1.0  (april 14 released one)

Problem:
  Created a fullsystem backup tape, which included the 
  token-ring support in the boot image:
  sysback -xf /dev/rmt0 -N tok

  Booted from that tape to service mode

  Choose the option "Change Installation Device"
  Choose the Token-Ring
  
  First off I noticed this:
  When I scroll through each field: Client IPaddress Server 
  IPaddress the Bottom displays the help information correctly,
  but when I scroll to the Token-ring speed it still has the 
  Subnet Mask help messages displayed  at the bottom.  

  I then set the speed from 4 to 16

  I choose option "Change Volume Group & Logical Volume 
  Information"
 I get this error message at the bottom of the screen:

  Retrieving list of remote install options from server.  Please wait ...
  tr: ns_alloc(tr0) failed with errno = 19

  When I went back into the top menu option, I noticed my token-ring
  speed was still set to 4 not 16.  Once again, I changed that, but
  to not avail.

  I set the Debug on and will put out a file called net.debug in the
  /home/sysback directory.  Also I will include netinfo and 
  netstat
