
** PRESIDENT'S MESSAGE **

This is Michael Corbin, VK2PFQ.

        As I told you last week, there was a meeting of the "Council" last 
        Friday evening the 19th August.  The prime purpose of this meeting, 
        was to discuss a motion, prior notice of which had been given.  To 
        refresh your memory this motion was (with a couple of addendums), 
        "That this meeting instruct the Divisional Barrister to proceed as 
        per the advice of the 27th July, 1994, from Messrs. Lewarne and 
        Goldsmith of Parramatta" and that voting be by, a show of hand."

        Allegations were made by Roger Harrison in a written statement, 
        presented at the meeting that Michael Corbin had presented the 
        Barrister with "questions and propositions".  He concluded that, 
        and I quote, "the clear conclusion can be drawn that the advice 
        sought arose from "the Concerned Amateurs Group". THIS IS NOT TRUE!

        His further conclusion was that I was guilty of an offence under 
        Section 232(6) of Corporations Law.  This section has absolutely as 
        much relevance as a Thesis on the Likelyhood of fitting 6 round pegs 
        into 4 square holes, I'll quote it nevertheless:

"232(6)  (NO GAIN BY IMPROPER USE OF POSITION)  An Officer or employee of a 
corporation must not, in relevant circumstances, make improper use of his or 
her position as such an officer or employee, to gain, directly or indirectly, 
an advantage for himself or herself or for any other person or to cause 
detriment to the corporation."

        I ask you what possible gain could there have been to me personally  
        .... what possible advantage could I have expected to gain for myself 
        ..... and finally what detriment could I have caused to the 
        corporation.

        Lets run them again...
(i)     What possible gain could there have been to me personally.......
        Answer....NONE!

(ii)    What possible advantage could I have expected to gain for myself.....
        Answer.....NONE! 

(iii)   What sort of detriment could I have caused to the corporation.....
        Answer.....NONE! 

        To infer that I obtained any advice other than for the benefit of 
        the Wireless Institute of Australia N.S.W. Division is scandalous.

        To suggest that I have acted other than with the best interest of 
        the Division and the hobby is wicked. I intend to  forward 
        Mr Harrison's allegations of "IMPROPRIETY" to the Solicitor for his 
        information. If trying to do the RIGHT THING by the Division is my 
        crime then..... I AM GUILTY!

        I do not propose to discuss this any  further until next week. 
        I am far too tired at this point in time ....Remember I am trying 
        to earn a quid and...at the same time fight a rearguard actions 
        against a group of Councillors who, in my opinion, seem hell bent on 
        the destruction of the Wireless Institute. The sooner this nonsense 
        is over the better.

        The motion was decided on the casting vote of the Chairman.

        In conclusion I advise that the three Federal Councillors who 
        represented this Division have been replaced as they ..."no longer 
        have the Confidence of the Council of this Division"...but more of 
        this next weekend.

    WICEN News

    Users of the Sydney WICEN repeaters are asked to be patient whilst a 
    problem  is  being  sorted  out;  it  appears  that  since  the  re-
    commissioning  of  the  system a rogue pager on 2m and  a  wide-band 
    signal on 70cm have appeared.

    The  VRA Annual Conference,  celebrating 25 years,  will be held  at 
    Wagga  on  the weekend of 8-9th October.   At  this  conference  Max 
    Walters  will  step  down after 25 years as President,  so  a  large 
    attendance is expected.  There will be a Dinner on Saturday 8th Oct-
    ober,  and  an  informal gathering on Sunday 9th.  There is  also  a 
    family  outing on Saturday whilst delegates are at  the  conference. 
    Any  WICEN  member  wishing to attend should contact the  State  Co-
    ordinator,  John  Howard VKn@MH on (02) 477-6616,  by letter to  his 
    Call  Book address,  or the WICEN Co-ordinators conference  will  be 
    held at Bathurst on the weekend of 29-30th October.  The format will 
    be   primarily   a  training  Seminar  with  emphasis  on   Regional 
    administration,  and Operations with a short business session.   All 
    members are invited, and they will be able to contribute towards its 
    success.  Further anformation will be given on a later Broadcast.

    The Windsor-Sackville Regatta is next Saturday;  contact details are 
    scanty at the moment, but interested personnel may contact John Bux-
    ton VK2GJB.

    Looking ahead to future events, don't forget the "Hawkesbury Classic
    Paddle"  on  the weekend of 22nd-23rd  October.   As  before,  Kevin 
    VK2CKD is in charge, and he advises that packet radio will be tried
    for this event.

    Those  regions wishing to have their activities publicised  on  this 
    broadcast are requested to get the details to the Publicity Officer,
    Dave VK2KFU,  by Thursday night at the latest.   Packet radio is the 
    preferred medium,  to either VK2AAB or VK2OP BBS,  and all items are 
    promptly acknowledged.

    WICEN (NSW) Inc. operates a telephone BBS, are at speeds from 300 to 
    14,400 bps on (02) 888-2763.   Brett VK2XMU is the "Sysop",  and all 
    listeners  are  invited to use it.   Many programs,  such as  "virus 
    scanners" and "PGP", are available for downloading.

    Magazine Roundup

    Here  again  is  a  summary of the local  magazines,  which  in  the 
    author's opinion could be of interest to Amateurs.

    "Electronics  Australia"  has an article on how Pay-TV  signals  are 
    scrambled;  short-wave listeners will find some practical advice  on 
    getting the most from their receivers;  a simple gel-cell charger is 
    presented; and details of a wide-band noise source are given.

    "Silicon  Chip"  mixes  the  old  and  new  with  a  microprocessor-
    controlled  Morse keyer;  and builds a simple crystal checker and  a 
    Ni-Cad "zapper".

    "Amateur Radio" builds a beam antenna with bent elements;  discusses 
    an  80m  antenna for a confined location and an  unusual  multi-band 
    antenna; and shows the effectiveness of a pager notch filter.

    "Amateur  Radio Action" discusses multi-band vertical antennas;  and 
    modifies a TS-680S for an all-mode squelch.  Packet radio users  may 
    find the article on PGP authentication to be of interest.

    2nd Annual South Australian Technical Symposium

    The second annual South Australian Technical Symposium is to be held 
    on  Saturday  September  the  17th in Adelaide  at  the  Onkaparinga 
    Insitute,  O'Halloran Hill Campus (formerly the Kingston College  of 
    TAFE), Majors Road, O'Halloran Hill. This event presents a series of 
    lecturers  on  various  technical aspects of Amateur Radio  and  the 
    Electronics and Communications industries. Topics this year include:

    The  general lectures are held in three streams.  Lunch, Morning tea

    The doors open at 9.00am with the first lecture starting at  9.30am. 
    It should finish around 5.30pm.

    Last  year  this event was very popular with people  attending  from 
    around  Australia including Perth and Melbourne.  Many also came  to 
    Adelaide from Country SA.

    ABC launches new radio

    A new all-news radio station has just appeared on the AM medium wave 
    broadcast  band with news updates every 15 minutes.  News Radio is a 
    station of the Australian Broadcasting Corporation,  will be live on 
    air  initially  for  six hours a week using the  facilities  of  the 
    Parliamentary  News Network.  At other times a programme  explaining 
    what  News  Radio is about is being  transmitted  continuously.  

    The  station format will feature news from Radio Australia,  the BBC 
    World  Service,  CNN  and other sources will be some  of  the  input 
    information.  In  a  break with tradition,  all the presenterss  are 
    journalists themselves.  The station boasts that it is making use of 
    the  recently developed DCAR,  Digital audio  system,  which  allows 
    rapid  high  qulaity  editing  of news  stories  which  are  updated 
    throughout  the  day.  

    The  station  will  be broadcasting from all capital  cities  except 
    Darwin,  plus Newcastle and Canberra. Listeners will be able to keep 
    up  to  date with the latest news wherever  they  are.  The  station 
    frequencies they are using:

                            SUMMARY OF ACTIVITY

       Solar  activity was very low on 12th,  low on 13th and 16th,  and 
       moderate 14th-15th and 17th-18th August. An M3 flare was observed 
       on 14th,  and 1 M1 flare on 15th,  and 17th,  and 2 M1 flares  on 
       18th  August.  A  short wave fadeout was observed in  association 
       with  the  M1 flare on 17th,  and again with the first  flare  on 
       18th. 
        
       The  geomagnetic  field  at Learmonth (WA) was  mostly  quiet  to 
       unsettled,  except for 13th-14th when the field was unsettled  to 
       active. There was a minor storm 0400-0700 UT on 13th.  
     
       Ionospheric F2 critical frequencies at Sydney were near predicted 
       monthly  values except for 15th August when values were about  15 
       per cent below predicted monthly values. Spread F was observed on 
       12th,  13th  and  15th August,  with Sporadic E also observed  on 
       12th.

               FORECAST FOR THE NEXT WEEK (19 - 25 August)

       SOLAR:        Low
       GEOMAGNETIC:  Mostly  quiet  to  unsettled,  with  active  levels 
                     expected on 24 August
       IONOSPHERIC:  Near predicted monthly  values.

    Blue Mountains Amateur Radio Club News

    We  invite  one and all to the next meeting.  The highlight  of  the 
    evening will be a guest speaker Mr. Webb who was a radio operator in 
    the  Merchant Navy during World War II.  Looking forward to some old 
    radio  stories from a bygone era,  so please come and join  us.  

    The meeting commences at 8pm, the 2nd of September, the venue is the 
    Springwood  High  School  corner of Grose Road  and  Chapman  Parade 
    Faulconbridge,  you  should enter from Chapman  Parade.  During  the 
    evening refreshments will be served, all are most welcome.

    Summerland Amateur Radio Club

    (1)  Last  weekend some members provided communications for a  Horse 
    Endurance Ride,  in the Toonumbar Dam area,  way beyond  Kyogle.  An 
    overnight camp was involved,  with a flat tyre and a horse stampede, 
    in the middle of the night, helping to keep them on the ball.
    
    The ride started before daylight and finished,  successfully, around 
    2.30pm.
   
    VHF  proved  quite adequate for the purpose,  in spite of the  hilly 
    terrain.  A  few  valuable  lessons were learnt  and  it  'all  came 
    together in the end'.

    (2)  Amateur  Radio Exams,  conducted at our clubrooms last  Sunday, 
    gained us a new limited call, two upgrades to full call and two near 
    misses! Congratulations and commiserations.

    (3)   The next social outing for members,  and friends,  will  be  a 
    family B.B.Q.  cum Sausage Sizzle,  at the clubrooms, on Sunday 28th 
    August.  Come  along,  all  welcome,  and have an 'eyeball'  over  a 
    sausage or two.
