            Tokyo, the capital of Japan, has more people   than 
            any other city in the world except Shanghai.   Many 
            countries  in  the  world have fewer people.  Tokyo 
            is Japan's main business  center  as  well  as  the 
            home  of  the  emperor  and the headquarters of the 
            national government.  The city's many  banks,  com- 
            mercial  establishments,  and  industries help make 
            Japan one of the  richest  nations  in  the  world. 
            About  a  twelfth  of Japan's people live in Tokyo. 
            The city has become so crowded that it has a severe 
            housing shortage.  Tokyo's rapid  growth  has  also 
            created other problems, including some of the worst 
            pollution  and  heaviest  traffic  in  the   world.
