Fannie Mae Vice Chairman to Deliver Keynote Address at Information
Technology Awards Program

Distinguished Judging Panel Also Named

September 26, 1995 -- Fairfax, VA -- American Management Systems (AMS) and
Carnegie Mellon University's Graduate School of Industrial Administration
(GSIA) announced today that Franklin D. Raines, vice chairman of Fannie
Mae(Federal National Mortgage Association), will deliver the keynote
address at the Seventh Awards for Achievement in Managing Information
Technology. The awards ceremony will take place on Tuesday, November 14,
at the Four Seasons Hotel in Washington, D.C.

The awards, cosponsored by AMS and GSIA, recognize senior executives and
professionals from business, education and government who have made
outstanding contributions to their organizations, and often their
industries, through the effective use of information technology. Past
winners include executives from Boston College, Chase Manhattan,
Connecticut Mutual, France Telecom, McGraw-Hill, United Technologies, U.S.
Air Force and Wal-Mart, among others.

Franklin Raines To Deliver Keynote Address

Mr. Raines joined Fannie Mae in July 1991 and directs the corporation's
legal, credit policy, finance and corporate development functions. He has
been responsible for reshaping Fannie Mae's information technology
strategy to develop a modular system that will allow employees in every
area of the company to access information about all aspects of the
business, and will also allow the exchange of detailed information with
mortgage originators and consumers.

Prior to joining Fannie Mae, Mr. Raines was a general partner in municipal
finance at the investment banking firm of Lazard Freres & Company. From
1977 to 1979 he served as associate director for economics and government
in the Office of Management and Budget, Executive Office of the President,
and assistant director of the White House Domestic Policy Staff.

Mr. Raines earned a B.A. in government from Harvard College, and a J.D.
from Harvard Law School. He also attended Magdalen College, Oxford
University, as a Rhodes Scholar.

steered Fannie Mae toward a competitive advantage while achieving
significant milestones along the way," said Charles O. Rossotti, chairman
of AMS. "His vision of information technology reflects the true spirit of
the awards program."

Judges Panel Includes Experts from Business, Academia and Government

AMS and GSIA also named the distinguished panel of judges to select the
Seventh Awards winners. Chosen for their expertise in information
technology, the judges include:

Gregory S. Hero, AMS vice president responsible for business process
redesign in the telecommunications practice;

Dr. Charles H. Kriebel, professor of industrial administration at Carnegie
Mellon's GSIA and author of over 100 published articles and reports on
information systems and technology;

John O. Lally, deputy commissioner for the Minnesota Department of
Revenue;

Javier Lerch, associate professor in information systems, Carnegie Mellon's
GSIA;

Donna S. Morea, AMS vice president in the human services practice;

John C. Reece, vice president, information technology, Time Warner Inc;

Raymond E. Senuk, senior vice president and chief information officer,
Boatmen's Bancshares, Inc., the largest bank holding company headquartered
Missouri; and

Diana Whitehead, vice president, Billing Services Group, Pacific Bell, a
subsidiary of Pacific Telesis Group, a telecommunications corporation
based in San Francisco.

The Graduate School of Industrial Administration is the business school of
Carnegie Mellon University in Pittsburgh, Pennsylvania. The school has
pioneered educating future managers in the use of quantitative methods and
computer/communications technology. GSIA offers a Masters of Science in
Industrial Administration and a Ph.D.in Industrial Administration and in
Economics.
