SECRETARY BROWN OPENS USITO BEIJING OFFICE

October 19, 1995 ( Beijing, China )-Commerce Secretary Ron Brown today
participated in the grand opening of the United States Information
Technology Office (USITO) in Beijing, China and called the office "...a
significant step towards promoting trade and cooperation between the
United States and China in the information technology industries and a way
to help open the world's largest single marketplace-China-to innovative,
American technology." 

USITO's mission is to promote enterprise in the information technology
industries of the United States and China. It will help make the Chinese
market more accessible to U.S. information technology companies by
providing information on government policy and regulations, locating joint
venture partners and distributors, organizing trade shows and missions,
facilitating technology transfer and offering market information. USITO
will also help to promote a better understanding of intellectual property
rights for the benefit of information technology industries in both
countries. USITO membership is open to any American information technology
company. 

The Beijing USITO office is a joint effort of the three leading information
technology associations; the American Electronics Association (AEA), the
Software Publishers Association (SPA), and the Telecommunications Industry
Association (TIA). Start-up funding for the office was provided by a
matching grant from the Commerce Department's Market Development
Cooperator Program. Secretary 

Brown was joined at the grand opening by William T. Archey, President and
CEO of AEA; Ken Wasch, President of Software Publishers Association; and
John Vargo, President of Comsat RSI Plexsys Wireless Systems, and a Member
of TIA's Board of Directors. 

AEA President Bill Archey called the opening, "...a win-win situation for
both countries because while U.S. information technology companies are
interested in increasing their exports to China, the U.S. is also becoming
one of China's largest importers of high-technology equipment." 

"The Personal Computer software industry is very excited about the
potential of the Chinese Market. We look forward to the development of a
software market consisting of both Chinese and American software
publishers," said SPA President Ken Wasch. 

TIA President Matthew Flanigan said "China represents one of the most
important markets for U.S. companies, and USITO is the voice of the U.S.
information technology industry in China." 

AEA is the largest U.S. electronics high-technology trade group in the
country with over 3,000 members from all segments of the electronics
industry. SPA is the principal trade association of the PC software
industry representing 1,200 software publishers, developers, and service
providers to the industry. TIA is a nationwide trade association
representing the interests of over 500 U.S. telecommunications
manufacturers and suppliers, including large and small companies.
