COMPRECARE BUILDS CLIENT/SERVER CUSTOMER SYSTEM WITH FOUNDATION FOR
COOPERATIVE PROCESSING

DENVER, July 12, 1993 -- COMPRECARE Health Care Services, one of the
largest health maintenance organizations (HMO) in Colorado, has built an
advanced client/server customer service application using the
next-generation version of FOUNDATION for Cooperative Processing (FCP),
the client/server development tool set from FOUNDATION, an Andersen
Consulting software organization.

The recently completed application automates the distribution, tabulation,
management and analysis of an ongoing survey of COMPRECARE customers. The
survey is designed to identify and manage problems in health care provided
by COMPRECARE physicians. Physician pay and credentialing are influenced
by the survey, which covers such issues as effectiveness and timeliness of
care, office atmosphere, billing and reporting of test results and
diagnoses.

The company currently has 180,000 customers -- or "members" -- and will
expand to more than 300,000 after merging this summer with TakeCare of
Colorado Inc., the Colorado affiliate of a California-based managed care
company. Using the new system, marketing staffers will survey
approximately 10,000 members annually.

"The new release of FCP enabled us to quickly and easily build a
client/server system that will dramatically improve our staff productivity
and our ability to assess COMPRECARE service," said Dan Spirek, Senior
Business Analyst, COMPRECARE. "Based on our initial results, we project a
25 percent increase in productivity from our survey staff. Qualitatively,
we can more quickly and easily identify areas of service that need
improvement. Overall, we have a much better idea of how COMPRECARE members
feel about us as a company and about their individual physicians."

A team of seven COMPRECARE systems developers completed the five month
development project in May 1993 using five advance copies of the next
generation version of FCP, which was introduced to the general market also
in May. The project consumed approximately 2,300 man-hours of work. 

The new system enables a group of eight COMPRECARE staff to enter results
directly on IBM OS/2 Personal Computers, which are networked via Novell's
Netware to an IBM OS/2 file server that collects and analyzes survey
results and helps administer the survey process. The new system also
interacts with COMPRECARE's corporate network of VAX minicomputers from
Digital Equipment Corp. 

Spirek said the old, mainframe-based survey system depended heavily on
manual re-entry of data. The new system, on the other hand, is almost
entirely automated, resulting in a more accurate and balanced survey. For
example, the system ensures that doctors are assessed fairly by evenly
assigning calls to patients of COMPRECARE physicians. "If one doctor has
had surveys from 50 patients and another only 10, the system will
automatically compensate," Spirek explained. 

Other benefits of the new system include:

* on-line workflow management of calls by call status first, followup, or
interrupted call) o on-screen script for new staff to follow while
conducting the survey

* tracking of individual and staff productivity by totaling number of calls
and completed surveys

* analysis of the quality of care delivered by COMPRECARE physicians
individually or on a group basis, helping improve existing care and the
development of new services

Spirek said a key advantage of the new version of FCP is its fully
integrated LAN-based Repository. The Repository enabled networked
workgroups of COMPRECARE developers to centrally store design components
as business and application objects. This ensures consistency and allows
for reuse of objects or entire pieces of applications in other parts of
the system or for future development projects.

In addition, FCP utilizes advanced Windows-based development screens, which
Spirek called "a very strong GUI development environment."

"We selected FCP because it's the only complete client/server development
solution on the market," Spirek said. "FCP's message-based communications
capability removed much of the complexity of building client/server
systems, such as partitioning data and processing among clients and
servers, enabling us to focus on what the application does rather than how
it would do it."

COMPRECARE's development work began with the FOUNDATION Starter Kit, which
combines preliminary development software, sample source code,
methodology, training and on-site assistance. The Starter Kit enabled
COMPRECARE to develop pilot client/server applications at minimal risk
before expanding implementation. Spirek said that after successfully
completing initial project work, the organization has made plans to
complete the application with FCP in the future as COMPRECARE information
systems resources become available.

Founded in 1974, COMPRECARE is the second largest HMO in Colorado, serving
more than 180,000 members. The company recently announced it will merge
with TakeCare of Colorado Inc., the Colorado affiliate of a
California-based managed care company. The merger, expected to take place
in mid-summer, will result in the largest HMO in Colorado, with more than
300,000 members.

FOUNDATION introduced its initial client/server development product,
FOUNDATION for Cooperative Processing, in April 1991. The product is being
used in strategic client/server development projects by more than 2,800
developers at 70 companies worldwide, including Mortgage Guaranty
Insurance Corporation, Sprint Corporation, the State of North Carolina and
British Columbia Gas.
