Increase Reflects Government's Diverse High-Technology and Export Agenda

September 29, 1993 (Washington DC) - The Software Publishers Association
(SPA), the principal trade association representing business, consumer,
and education software publishing companies, today announced the addition
of two lawyers to the organization, effectively doubling its government
affairs legal staff.

The expansion will enable the SPA, the PC software industry's premier trade
group, to effectively address a full agenda of high-tech and export issues
currently under consideration by the executive branch, Congress and the
international organizations.

The hiring of Mark E. Nebergall and Mark Traphagen will give the SPA added
depth in taxation, intellectual property, and trade policy. "These
individuals will enable SPA to serve better the exploding needs of the
software industry in the domestic and international arenas," said llene J.
Rosenthal, SPA's general counsel. "They underscore SPA's commitment to
policy issues in the US, Europe, and other countries, and complement the
SPA's very successful anti-piracy program.'

Nebergall will apply his expertise to advocate effectively the position of
the SPA and its members on tax legislation and Internal Revenue Service
administrative pronouncements. He also will represent the SPA and its
members in an upcoming revision of Article 2 of the Uniform Commercial
Code, the body of law which regulates the sales of goods ill every state
except Louisiana.

Traphagen will represent the SPA in domestic and international affairs
regarding copyright and other intellectual property, including US
legislation, multilateral conventions, and trade policy. His immediate
domestic focus will be on NAFTA, the National Information Infrastructure,
and the copyright reform. On the international front, Traphagen will work
to improve software protection in multilateral negotiations on copyright
protection, the European Community, and in proceedings before the U.S.
Trade Representative.

For the past 11 years, Nebergall served with the Tax Division of the US
Department of Justice in Washington, DC. As Special Trial Counsel, he was
responsible for handling tax cases of the greatest magnitude and
importance, involving large sums of money, technical and difficult
questions and statutory construction, and requiring the development of
novel and complex principles of law. Nebergall received Outstanding
Attorney Awards in both 1990 and 1991.

Before joining the SPA, Traphagen was a lawyer with the Washington law firm
Finnegan Henderson, where he specialized in copyright and trademark law.
He represented a major toy maker in a precedent-setting 1991 case barring
the import of goods suspected as infringements under the Copyright Act of
1976, and he also has advised award-winning independent film makers. In
1987, Traphagen was a legal consultant for the World Intellectual Property
Organization, where he recommended comprehensive revisions to Malaysian
trademark law and, from 1985 to 1989, was an assistant managing attorney
with the US Patent and Trademark Office.

Currently, Traphagen is an assistant to the Advisory Committee on Copyright
Registration and Deposit, which recommends copyright policy to the Library
of Congress. He also is vice president of Washington Area Lawyers for the
Arts, a nonprofit legal assistance organization.

The Software Publishers Association is the principal trade association of
the PC software industry. Its 1,000 members represent the leading
