Why is NetCode needed?

Internet's EMail uses normally only 7bits for data transfers as it's
conceived for plain text. If you want to mail binary data, such as
programs or even text formated from a text-editor, say WP, or 8-bit text
(accented letters or other signs having an ASCII higher than 127) the
sender should first encode 8 bit data in 7 bits. The receiver does the
inverse process called decoding and restores the original file.

There are several encoding schemes: UUEncoding and UUDecoding are the
(unwritten) standard in transfering binary data via EMail (UU means Unix
to Unix -- where it originately started...). MIME has defined two other
standards: Base64 for binary data and Quote-Printable for ASCII text
containing also special (8 Bit) characters.
