Penalties in VE fraud
 
Two former volunteer examiners in southern California have
surrendered their amateur station and operator licenses in an
examination fraud case, and a third has agreed to a settlement.
 
Amateur Extra Class licensees Robert L. Flores, N6WPQ, and Rose
Marie Flores, N6WPR, both of Santa Monica, California, faced an FCC
order to show cause and suspension order from September 1994, in a
case involving examinations conducted in August 1993.  The FCC
alleged that the VEs willfully signed VE certificates and
Certificates of Successful Completion for persons who did not
actually take exams.
 
The FCC also said that the VEs misrepresented material facts to the
Commission.
 
The third volunteer examiner, Amateur Extra Class licensee James B.
Williams, AA6TC, of Wilmington, California, agreed to a one-year
suspension of his operator license and a ''voluntary contribution'' of
500 dollar(s) to the US Treasury.  Williams also agreed to cooperate fully
with the FCC's Private Radio Bureau's investigation of possible
additional fraud in amateur license exams.
 
The licenses of Robert L. and Rose Marie Flores have been canceled.
