 AB    THE PROBLEM: Many individuals, families and communities in Africa are
       facing destitution because of AIDS. In response to their needs AIDS
       Service Organisations (ASOs) and other non government organisations
       (NGOs) are increasingly promoting income-generating activities. However,
       they often lack the knowledge base and skills to do this effectively
       with the result that the majority of such programmes fail. ANALYSIS:
       This paper identifies the main reasons for the failure of
       income-generating activities: they are often ill-thought-out,
       inadequately planned and inappropriately supported. They frequently do
       not take into account the economic constraints of the real world and
       underestimate the range and complexity of the difficulties to be
       overcome. RESPONSES AND CONCLUSIONS: Different ways of providing support
       are identified with examples, and guidelines for effective small
       business development are presented. ASOs and NGOs should undertake
       rigorous analysis before venturing into income-generating activities
       with vulnerable clients. They should first explore other options for
       assistance and be aware of the major difficulties in establishing a
       small business.
