 AB    OBJECTIVE: This paper is based on field experiences in deigning and
       developing comprehensive HIV prevention programs in an epidemic area,
       where sharing of needles among the IDUs is the major mode of
       transmission of HIV-AIDS. This is a preliminary report from ICMR-WHO
       collaborative study on the effectiveness of behavioral intervention for
       the prevention of HIV among a cohort of IDUs in a North Eastern state of
       India, bordering Mayanmar (Burma). METHODS: A combination of rapid
       assessment techniques, baseline survey, field visits to several
       prevention programs in various countries, in-depth interviews with the
       experts has been conducted to design and develop the initial model of
       the prevention program. RESULTS: A HIV prevention program has been
       developed and is being implemented. The effectiveness of the model
       developed will be evaluated and reported later. DISCUSSION AND
       CONCLUSIONS: The dynamic nature of the epidemic's destructive ability is
       evidenced in the project area. We conclude the discussion with certain
       modifications to the observations made by Jonathan Man et. al., (1992),
       A global experience at the community level has demonstrated that HIV
       prevention is entirely possible only if five key elements are in place:
       information/education; health and social services; a supportive social
       environment; a strong commitment to human rights; and community
       participation.
