 AB OBJECTIVE: communities are the basic socio-economic unit upon which
       survival depends in sub-Saharan Africa and the AIDS pandemic is
       threatening them. Programmed interventions are urgently required and
       part of the MRC/UVRI programme in rural Uganda seeks to respond to that
       need. METHODS: Four community sites were located and centres opened.
       Each centre had two counsellors who worked on the following aims: to
       change community attitudes; to assist the formal and informal education
       system; to assist individuals and groups; and to provide a comprehensive
       counselling service. RESULTS: Changes have occurred and a number of
       indicators have been developed to assess the community's capacity to
       survive. These indicators include: acceptance of HIV+ people;
       establishment of links with adolescents: degree of support for orphans;
       assistance in schools; and degree of economic re-generation.
       CONCLUSIONS: The programme has facilitated the development of indicators
       which are accurate measures for monitoring the changes communities need
       to make if they are to survive the pandemic.
