 AB    OBJECTIVE: DESH has improvised the concepts
       Information-Education-Communication (IEC) into newer and more
       purpose-oriented concepts, namely Information-Awareness (IA),
       Empowerment with Accountability (EA) and Collective Action (CA) METHODS:
       Information by itself includes education and communication. However,
       what it lacks in almost all developing countries, particularly among
       women and youth, is empowerment with accountability. It is hypothesized
       that collective action-CA among the participants can be sum average of
       IA & EA. Therefore, the formula is CA = (IA + EA)/2. RESULTS: Following
       is DESH's study of the same group of students, with same educational
       aids and same educator. TABULAR DATA, SEE ABSTRACT VOLUME. DISCUSSION:
       The said hypothesis is put to statistical test and found to
       be--[(IA)60%+(EA)35%]/2 = (CA)50%. CONCLUSION: AIDS control programs
       need to put in double the efforts to be directed to attitudinal change
       through empowerment and accountability in order to bring about an
       effective youth movement.
