 AB    OBJECTIVE: The aim is to discentralise HIV/AIDS prevention and care
       through empowement of community through multi sectoral aproach capacity
       building. METHODS: Training of district, rural Centre and Community
       level teams representing Key Leaders from various sectors. This groups
       undergo training according to the needs and problems of the Community.
       RESULTS: Over a 2 year period 7 district Key Staff, 22 Key Staff at
       rural Centre level and 180 Key Community leaders at Community level in 8
       selected Centres have been trained and have established HIV/AIDS
       prevention and care activities in their communities and income
       generating activities. CONCLUSION: If behaviour change is to be achieved
       and sustained, emphasis should be empowering communities as they are
       custodians of the law. Secondly there should be open discussion an sex,
       sexual satisfaction and safer sex.
