 AB    The AIDS epidemic first started in Malaysia in Malaysia in 1986, and
       since then, thousands of HIV positives have been detected. As a result,
       numerous Non-Governmental Organisations (NGOs) have emerged in the
       country to address the various aspects of the epidemic. The Ministry of
       Health realised the importance of bringing these NGOs together under one
       umbrella body in order to complement its efforts towards curbing theAIDS
       problem here. Such approach is needed as the Government strongly feels
       that these NGOs could contribute a lot in enhancing the surveillance
       activities and education strategies being carried out by the Ministry of
       Health. With these in mind, The Malaysian Council of NGOs on AIDS was
       born with the initiative of the key officers within the Ministry. With
       the formation of the Council, organisational and bereaucratic barriers
       have begun to crumble, thus leading to dynamic partnerships across
       operational sectors, thereby leading to enhancing efforts in all areas
       of prevention and control towards the AIDS problem in Malaysia.
