 AB    A successful intersectoral HIV/AIDS program encompassing all levels of
       government (including local government), all State government
       departments, non-government organisations, industry and commerce was
       designed, negotiated and implemented from 1984 on. Given the
       conservative political climate and legal base, the decentralised nature
       of the population with medium and small rural communities holding strong
       conservative values, a marginalised Aboriginal and Torres Straight
       Islander (ATSI) population together with other marginalised groups, and
       a conservative education and law enforcement system, the successful
       negotiations through Parliament, the bureaucracy and the general
       community may provide useful strategies for other constituencies. Issues
       to be addressed include: mainstreaming, STDs and infection control;
       police and prison education, needle exchange and drug related
       strategies; homosexual, sex industry and ATSI issues; forming and
       funding NGOs; notification; collection of data; confidentiality, testing
       and contact tracing; and treatment issues in a wide spread population.
