 AB    OBJECTIVES: To enhance the development of positive attitude on HIV/AIDS
       and sex behaviour (change) among youth through participation. METHODS:
       Youth groups from Non-government organizations and schools were invited
       to submit their proposals on HIV/AIDS publicity and public education to
       the Working Group on Youth under the local coordinating body in Hong
       Kong. Proposals were then screened and the relevant areas selected for
       approval. All approved programmes were granted an amount of not more
       than HK$5,000. Youth groups implement their projects as proposed, and
       sent reports to the working group. The best organized programmes were
       awarded in cash. Later, youth leaders participating in the projects were
       further involved in a youth network. RESULTS: The number of
       participating youth groups increased gradually from 4 in 1991 to 12 in
       1992, then to 20 in 1993. The impact of their projects on HIV/AIDS
       education for the community increased gradually. The domain of service
       receipts increased over the years as well. Evaluation of the projects
       revealed that the youth members in the groups were benefited by gaining
       knowledge themselves and reviewing their own sex attitude. DISCUSSION
       AND CONCLUSION: (1) Small group participation is a relatively effective
       means in bringing about attitude changes. (than mass media at times).
       (2) Networking can best be done through involving the participation from
       youth. (3) Education activities through small groups have the advantage
       of disseminating details about knowledge and practical information.
