AB OBJECTIVE: To better understand the potential and existing problem of
AIDS in Cambodia. METHODS: Unlinked and anonymous serologic surveys in
groups at high and low risk for HIV infection and the routine screening
of voluntary blood donors. Subjects were sampled through attendance at
health care facilities and blood donation in Phnom Penh and provinces,
as well as requested testing of sex workers and police. Per cent HIV
seropositivity was determined among total subjects tested in each
       population. RESULTS: Blood donors: 1991 0.076%, 1992 0.86%, 1993 1.97%,
       1994 (January/February) 3.62% Sexually transmitted disease patients:
       1992 4.50%, 1993 4.13% Sex workers: 1992 9.17%, Police: 1992 0.00%,
       Military: 1992 0.00% Antenatal clinic attendees: 1992 0.00%,
Tuberculosis patients: 1992 0.00% CONCLUSIONS: Given the data collected,
the observed increase of sex work and large scale population movements,
the Government of Cambodia determined the situation to be explosive and
established the National AIDS Committee. As of March 1994, 373 HIV
infections have been confirmed. No AIDS cases have been reported.
Surveillance in the above populations, based on a sentinel surveillance
model, is being established in 1994.
