 AB    OBJECTIVE: To develop interventions in high risk settings in Tamil Nadu
       to serve as a National Model for AIDS Prevention. METHODOLOGY: Tamil
       Nadu has the second highest number of HIV positive cases in India after
       Maharastra. Unlike the North of India where sexual settings are visible
       and open with organised red light areas in the South sexual settings are
       completely underground due to stigma and repression. The model used
       techniques of Anthropology to uncover the networks of commercial sex in
       the state with the technical support of WHO. This resulted in
       sensitisation of the communities at highest risk and their involvement
       in developing targeted intervention. RESULTS: Has enabled development of
       strategies for AIDS prevention in settings at highest risk in a
       stigmatised had repressed situation. This has enabled increased
       rubberisation of the commercial circuits. It has also enabled
       involvement of the communities in taking up intervention in their own
       communities. CONCLUSIONS: The program has lessons for intervention
       development in similar settings in other places which will be discussed.
