 AB    OBJECTIVE: To analyse responses of the Governmental (GO) and
       Non-Governmental Organisations (NGO) to HIV prevention and control
       strategies in India over the past decade. METHODS: The Indian Health
       Organisation (IHO) has spearheaded the national campaign against AIDS
       since 1985. A study is performed to analyse responses and activities of
       GO and NGO to this epidemic using press clippings, minutes of GO and NGO
       meetings, policy documents of several international agencies and
       performance of short-term & medium-term plans in India. RESULTS: TABULAR
       DATA, SEE ABSTRACT VOLUME. CONCLUSION: The Government has lost unique
       opportunity to provide leadership in prevention & control of AIDS.
       However, a pragmatic, dynamic and united effort on a war-footing, as
       seen during the recent Earthquake in Latur (India), will lead to
       effective control of HIV in India.
