 AB    Indonesia, an archipelago with a population of 185 million consisting of
       more than 150 ethnic groups is at the cross roads with regards to the
       AIDS epidemic. The first AIDS case was detected in 1987. As of 31
       December 1993, the number of reported HIV infections is 193, including
       49 cases of AIDS. The modes of transmission are heterosexual blood
       (64%), homo/bisexual (32%), intravenous drug use (2%) and use of blood
       products 2%. The reported number of HIV infections greatly
       underestimates the magnitude of the problem. It is likely that the true
       figure is a 100 times higher, so that Indonesia may have around 20,000
       HIV infections. The Indonesian government has taken several measures to
       control the spread of HIV/AIDS. A National AIDS Committee was
       established by the Minister of Health in 1987. A Short Term Plan
       (1988-1989), an Interim Plan (1990-1991) and a Medium Term Plan
       (1991-1994) have been formulated. A National AIDS Plan, involving all
       relevant ministries is being formulated and its implementation will be
       coordinated at a higher level, possibly, by the coordinating Minister of
       People's Welfare.
