      The City2City Netmail Service                POLICIES 1994.10.01
      ================================================================

       1.  Censorship of the mail at the -HUB- level is not permitted.
	   This includes messages to the SysOp from users, and between
	   SysOps and Net Administrators.

       2.  Hubs are not permitted to alter City2City messages in any
	   form, this includes: flag-flipping, editing, name changing,
	   echo flag flipping, to-from editing, and date/time
	   STOMPING.

       3.  All members MUST permit public mail in all C2C conferences
	   that are carried.

       4.  Nodes are free to: Kill or "change" mail on their own
	   systems. Although, it is strongly discouraged and may
	   reflect upon your admittance into C2C.

       5.  Any user or member of City2City must use their real name.
	   Absolutely no aliases or handles are permitted. SysOps MUST
	   insure each user (who is on their system) is who they are,
	   and is verifiable and  accountable.

       6.  Any member who breaches the confidentiality of the
	   City2City NetXec Conference faces immediate expulsion from
	   the network.

       7.  No conference or message can be "shared" or copied to other
	   network or conference outside of City2City without the
	   WRITTEN approval of the network host (Bruce Asquith).

       8.  All systems must carry the NetXec, and NetUser conferences.

       9.  Any member who has NOT performed mail transfers in over 30
	   days, loses his or her Netmail status and their C2C
	   membership is revoked. The site may NOT reapply to
	   City2City for a period of 6 months.

      10.  All systems must provide the City2City InfoPack as a free
	   download or as a bulletin which is accessible to all.

      11.  Any City2City application MUST be forwarded to the 
	   Network Administrator (Ken Lumley @ Online Systems)
	   or Network Host (Bruce Asquith @ Online Systems)
	   and the HUB system, via the: City2City NetXec Conference.

      12.  Conferences are changed (if needed) on City2City once every
	   6 months  at a designated time and date. This way,
	   conferences allocations are  not changed randomly (which
	   disrupts the net). Changes are voted upon in a democratic
	   forum.

      13.  All City2City members must be voice and modem accessible.

      14.  All City2City sites must echo mail on a regular basis. Hubs
	   must echo at least once per day.

      15.  Any member failing to abide by City2City policies MAY be
	   expelled from the network at the discretion of the
	   administrator and City2City Members.
      
      16.  Endeavour to maintain a professional and "clean" network,
	   that may be enjoyed by users of all ages.  Profanity or
	   slanderous remarks within conferences is discouraged,
	   with the exception of the FreeSpeech conference, where
	   absolutely everything is permitted (except criminal 
	   activity).
      
      17.  In the case of: "highly abusive" users; the originating
	   node would be consulted in a sysop forum and asked to
	   discipline the user, or remove him/her from the net.
      
      18.  Each City2City site must have a appropriate tagline. This
	   would consist of: Network Name, Node I.D., Your System
	   Name, City, Primary BBS Phone Number. These items are
	   mandatory. Optional Items are: State, and any other
	   information you would like to include. Note the wording C2C
	   or City2City is acceptable.
