 AB    Recognizing that drug addiction is a chronic health problem for which,
       in the majority of cases, no curative, effective treatment exists,
       Amsterdam developed a coherent system of public health measures. Data on
       the course of the local drug epidemic, including medical complications
       such as AIDS, tuberculosis and mortality, are presented.
