 AB    It is difficult to conclusively prove that HIV transmission occurs in
       the prison setting. However evidence has started to emerge to indicate
       that a significant level of HIV transmission does occur in prison. The
       prison setting differs from the community in several ways that may
       actually facilitate HIV transmission. In general, the level of HIV
       infection is higher, there are more Injecting Drug Users, fewer
       prevention strategies are implemented and a greater geographic and
       social mixing of people occurs in prison than in the community. The two
       main HIV prevention measures that operate in NSW prisons are bleach
       distribution for syringe decontamination and methadone maintenance.
       Preliminary evaluations of these strategies have indicated some positive
       results.
