 AB    Support is growing among Federal officials for lifting bans on
       needle-exchange programs, as evidenced during the February 22nd HIV
       Infection in Women Conference. Although government scientists have
       recommended this ban, Clinton administration officials have not acted
       upon it fearing that allowing needle-exchange programs will undercut
       efforts to stem drug use.
