 AB    Half of the condoms intended for controlling the spread of AIDS in India
       are being used by toy manufacturers for other purposes. India's National
       AIDS Program, funded by the World Bank, has not used the money that is
       earmarked for anti-AIDS efforts. Delays in handing over the money to
       AIDS programs and a ban on new official appointments were among the
       reasons given by states for their inability to use the funds. Some
       states even claimed AIDS was not a problem for them. Research, however,
       shows India has the most AIDS patients currently found in south and
       southeast Asia after Thailand. More than 16,000 people were HIV-infected
       with most of these arising from heterosexual contact. However, there are
       few condom users in India.
