 AB    A Federal Appeals Court ruled that a Job Corps trainee, harassed as a
       result of a supervisor's disclosure that he was HIV-positive, is not
       entitled to damages from the Labor Department. James Dorsey sued the
       government for monetary damages, alleging the Labor Department violated
       Section 504 of the Rehabilitation Act of 1973 by discriminating against
       him based on his disability. A three-judge panel ruled that the Federal
       government had not waived its sovereign immunity from private suits
       seeking damages under Section 504.
