 AB    Under legislation proposed by Republican Senator Nancy Kassebaum
       (Kansas), decisions on how to spend Federal funds for HIV prevention and
       tuberculosis control would be shifted to the states. Kassebaum said that
       transforming the twelve categorical Centers for Disease Control and
       Prevention (CDC) grant programs into a single block grant would decrease
       administrative costs and give states greater flexibility in meeting
       their public health needs. Others who favor retaining special purpose
       programs are concerned that the block grant funding may be cut. AIDS
       activists are concerned that state lawmakers might decide not to fund
       prevention programs for HIV or TB because of the stigma society attaches
       to the people the programs would serve.
