 AB    AIDS activists were surprised by the depth of the House of
       Representative's proposed cutbacks in several AIDS programs, including
       the killing of the Housing Opportunities for People with AIDS (HOPWA)
       program, the Ryan White Comprehensive AIDS Resources Emergency (CARE)
       Act, and the Centers for Disease Control and Prevention (CDC) prevention
       programs. The activists are looking to the Senate to refuse these
       rescissions and force a two-house committee to iron out the differences.
       The program most in trouble of extinction or severe cutbacks is HOPWA.
       The rescissions, still being argued over in both houses, would be a
       major blow to education and prevention efforts designed for populations
       at greatest risk for HIV infection.
