 AB    The research and policy issues pertaining to HIV counselling and testing
       (C&T) have evolved since 1985, when a test to detect HIV antibodies
       first became available. In this paper we examine current and future
       research and policy issues relevant to C&T. We divide our discussion
       into three general areas which provide an illustration of key issues:
       (1) barriers to testing; (2) the role of public policy; and (3) the role
       of C&T in HIV prevention.
